If we accept that economic growth and hence welfare unfold by the willingness, the ability, the chance and the incentive to work, and that they can be ensured by these means in the long run, we can immediately draw a basic conclusion: Individuals and their qualification are the most important drivers of an expanding economy. A shrinking population leads to a loss in welfare and prospects. It is incompatible with the pursuit of intergenerational justice, which does not only regard the labor force and pensioners, but which also includes the young and the unborn. Without interference, it is unlikely that the process of a shrinking population will come to an end.
